On December 4, the U.S. Supreme Court will hear oral arguments in Los Angeles County Flood Control District (FCD) v. Natural Resources Defense Council Inc. and Santa Monica Baykeeper. At issue is whether the simple act of ushering stormwater from the cities that make up L.A. County out to the ocean constitutes a pollution point source, and thus where responsibility for cleaning this water ultimately rests.

In advance of the oral arguments, Cerrell Associates in Los Angeles has prepared a background sheet on the case for FCD. A copy is available here
